Flock gives 2,000 organizations access to one suburb's plate data
Several dozen Alpharetta cameras feed a national sharing network whose permissions, searches and safeguards now pose a governance test for Flock's founders.

Why it matters
Flock's shared data network is both its commercial advantage and its hardest governance problem. Alpharetta shows how several dozen local cameras can create permissions for thousands of outside organizations, making access controls, offense filters and audit systems core infrastructure rather than compliance add-ons.

Data from several dozen Flock Safety cameras in Alpharetta, Georgia, is accessible to more than 2,000 outside organizations, WIRED reported on August 28. The finding shows how the network built by co-founders Garrett Langley, Paige Todd and Matt Feury can extend far beyond the streets where a customer installs its cameras.
Alpharetta has about 67,000 residents and roughly 120 police officers. WIRED described the city's physical deployment as several dozen cameras but did not report their precise number or placement. Those cameras nevertheless connect the department to police agencies, colleges, airports, prosecutors, drug task forces and government investigators around the country.
Flock gives more than 2,000 organizations access to data from Alpharetta's plate cameras, according to WIRED. In the other direction, Alpharetta receives Flock data from more than 1,300 entities. WIRED counted more than 2,300 distinct nodes across the city's incoming and outgoing relationships, after accounting for organizations appearing on both sides of the network.
Those figures describe permissions and data-sharing relationships, rather than confirmed use. WIRED did not establish how many outside organizations searched records captured in Alpharetta, how frequently they searched or what investigations prompted any searches. Access can also take different forms: an organization may receive data automatically under an administrator's settings, gain individually approved access or have permission to request data.
A neighborhood camera becomes a network business
The architecture grew from a cheaper camera conceived for neighborhood use. After car break-ins in his Atlanta neighborhood, Langley researched license-plate readers and found systems priced at about $25,000 per camera. He and Feury built an early prototype using an Android phone inside a waterproof box, while Todd handled the first sales effort.
Todd cold-called 20 neighborhoods, and two bought on the spot, transferring money to Langley's personal bank account, according to a Georgia Tech Scheller profile. The three founded Atlanta-based Flock in 2017 and joined Y Combinator that year.
Langley had already built and sold a startup. He earned an electrical-engineering degree from Georgia Tech and co-founded Experience, a mobile technology company for live events that Cox Enterprises acquired in 2014 for approximately $200 million, according to a Georgia Tech profile of Langley. He later launched the car-subscription company Clutch.
Flock turned the founders' inexpensive hardware into a subscription platform spanning cameras, sensors and investigative software. Its pricing page does not publish a standard price; quotes vary by sensor count, technology, software package and coverage area. The economic value increases as customers connect their deployments: a plate captured in one jurisdiction can help an investigator follow a vehicle into another county or state.
That network is Flock's distribution advantage and its governance burden. Local administrators decide who can receive records, while the software makes it possible for one department's choices to expose local vehicle data across a much larger territory.
Administrative settings write the sharing policy
Flock lets administrators share data with selected organizations or automatically approve eligible organizations within a geographic radius, a state or multiple states. Administrators can restrict live or archived video and limit which outside organizations may request access. Flock told WIRED that sharing is off by default for new and onboarding customers, though Flock did not say whether that had always been its default.
Alpharetta Lieutenant Jason Hiott told WIRED that the department automatically approves requests from law-enforcement agencies within 500 miles. Access from beyond that radius requires an individual request. Hiott said the department does not share live feeds or analytics, but he could not say how long the 500-mile setting had been active or whether Alpharetta had changed Flock's default configuration.
Since June 2025, the number of organizations receiving Alpharetta data has grown about 42%, while the number sending data to the department has increased about 125%, according to WIRED's public-records analysis. The underlying governance is distributed: Flock operates the private platform, while each customer sets local permissions that can propagate data through the larger network.
Users can narrow a search to selected networks, one state or their own jurisdiction. They can also search every network available to their department. Records from Reynoldsburg, Ohio, show how widely that final option can reach.
WIRED obtained 549 pages of Reynoldsburg police audit logs covering January 2024 through April 2026. On January 1, 2025, an officer searched 53 Flock networks, then searched 5,392 networks 40 minutes later using the same offense code, according to the investigation and underlying records. City officials later discovered that Nationwide lookup was active even though police leadership believed officers could search only Ohio cameras. Flock told the city it could identify nationwide searches dating to March 2023 but could not determine precisely when the feature had been enabled because of an earlier event-log limitation.
Flock says customers own their data and decide who may access it. That allocation of responsibility makes product configuration a form of public policy: a radius selected in an administrative interface can determine whether vehicle records are available across several states.
Plate-reader rivals are building platforms too
Flock does not have the automated license-plate-reader market to itself. Competitors include Motorola Solutions' Vigilant Solutions, Rekor, Genetec and Leonardo ELSAG. Axon, best known for Tasers and body cameras, announced fixed ALPR cameras in April 2025, adding plate recognition to its evidence and real-time operations products.
The competition increasingly covers software permissions and auditing alongside camera performance. Axon added permissioned ALPR sharing with access auditing in July 2026, according to its Fusus release notes. Flock's cross-customer network remains central to its pitch, making controls over who can search, what offenses qualify and how administrators review activity part of the product itself.
Network effects meet misuse
Alpharetta's sharing network expanded while police departments around the country confronted improper searches by authorized users. An Alpharetta officer resigned on August 5 after an investigation found that he repeatedly used Flock to track a former romantic partner and another officer, according to a separate WIRED report.
WIRED identified several agencies connected to Alpharetta that have faced recent alleged misuse incidents, including the Bibb County Sheriff's Office, the Savannah Police Department and the Dallas Police Department. The alleged incidents involved individual users. They also exposed the limits of retrospective controls: audit logs can document abuse after a search, while permissions and authentication determine whether the search can occur.
Flock has also expanded beyond direct plate queries. WIRED's analysis of Flock's OS Investigate code found preloaded prompts for searching vehicle behavior across locations, extending the platform beyond direct plate lookups. The code analysis identified 19 prompts seeking behavioral patterns, with 14 requiring no known plate, name or vehicle description. Examples included searches for vehicles appearing at multiple retail locations, banks or gas stations. WIRED described capabilities present in the code, rather than confirmed investigative results.
The questions have also reached Washington. On August 26, Senate Judiciary subcommittee chair Josh Hawley opened an investigation into Flock's handling and dissemination of camera data. Hawley requested records covering access policies, camera placement, accuracy, security, contracts and known or suspected misuse since 2021.
Langley adds guardrails to the network
Langley responded on August 13 with planned product and policy changes. Flock said it was reducing its recommended default retention period from 30 days to seven days, requiring law-enforcement customers to activate Audit Assistance by the end of 2026 and adding automatic suspensions for activity matching defined abnormal-use criteria. Existing customers will retain retention periods already approved by their jurisdictions.
Flock also plans to require case codes for law-enforcement searches by the end of 2026, with emergency exceptions flagged for review. Its offense-filtering control is intended to let a jurisdiction permit outside searches related to violent crime, stolen vehicles or missing people while blocking categories that conflict with local policy. The Associated Press separately reported that Flock planned to give customers control over which offense categories outside agencies could use when searching their data.
The rollout leaves gaps. Monitoring, case-code requirements and proactive lockouts are not yet universal. Local administrators still configure sharing relationships, and existing customers keep previously approved retention periods. Flock said more than one-third of its customers had voluntarily adopted Audit Assistance when Langley announced the mandate.
Flock has ample investor support for the engineering work. In March 2025, the company raised $275 million at a $7.5 billion valuation. Andreessen Horowitz led the financing, with Greenoaks Capital, Bedrock Capital, Meritech Capital, Matrix Partners, Sands Capital, Founders Fund, Kleiner Perkins, Tiger Global and Y Combinator participating. Flock said it had exceeded $300 million in annual recurring revenue during 2024, up 70% year over year.
The valuation rewarded Langley, Todd and Feury for turning a waterproof box and an Android phone into a national information network. Alpharetta demonstrates the operating cost of that success: a department with several dozen cameras can end up administering access for thousands of organizations, while Flock's software must make those permissions legible, enforceable and auditable.
