FM acquires FortressFire to add property-level wildfire modeling to insurance
Michael Ashker's platform will remain an independent FM division, pairing ignition modeling and mitigation workflows with the insurer's engineering operation.

FM is bringing structure-level wildfire modeling and mitigation workflows inside an insurer with a $31 billion surplus. The deal offers a strategic-exit path for insurtechs that can connect risk data to underwriting and loss prevention.

FM acquired FortressFire on August 10th, bringing a machine-learning and physics-based wildfire platform inside one of the largest commercial property insurers. Financial terms were not disclosed. The deal gives Michael Ashker, FortressFire's founder, chairman and CEO, an exit that keeps his operation intact. Ashker has spent over 30 years moving between securities, insurance and wildfire defense. FortressFire says he previously founded technology-focused hedge fund Lynx Capital Group, led Provident and Healthaxis Insurance, and co-founded FortressFire Retardant Systems, which became part of Compass Minerals. Ashker built FortressFire around a specific claim: broad hazard maps tell an insurer whether wildfire may reach an area, while property-level modeling can identify how an individual building would ignite and what an owner can change. What FM is buying
FortressFire's AMP platform combines aerial imagery, property data, machine learning, thermodynamic models, ground inspections and ongoing monitoring. Its Property Ignition Model evaluates five routes through which fire can destroy a building: convective heat, radiant heat, ember entry, ember accumulation and fire spreading from another structure. The resulting reports identify individual fuel sources and recommend changes intended to reduce ignition risk. (fortressfire.com)
That focus separates FortressFire's product from catastrophe models that estimate the probability and financial severity of future events across portfolios. FortressFire instead works at the building level, producing a vulnerability score and a mitigation plan that can feed into underwriting, inspections and property maintenance. FortressFire said in December 2025 that its aerial reports had expanded across 12 Western states and that its technology had analyzed over 100,000 structures. Those figures are self-reported. Ashker's insurance background is paired with co-founder and CTO John Wall, who previously held technology leadership roles at YourMechanic and Element Fleet Management. FortressFire credits Wall with over 25 years in technology, including over 15 years building insurance systems, and seven patents. Co-founder and adviser Robert Burnham brought wildfire-management experience from the U.S. Bureau of Land Management, where he served as chief deputy director of Fire and Aviation Management. The leadership bench also includes Hemant Shah, the founder and former CEO of catastrophe-modeling specialist Risk Management Solutions, as vice chairman and senior adviser. Why FM wants the platform
FM's underwriting model has been tied to engineering and loss prevention since Rhode Island mill owner Zachariah Allen organized a mutual insurer in 1835 after an existing carrier declined to reduce his premium for fire-prevention improvements. FM later built large-scale fire and natural-hazards laboratories to test how property losses occur and how engineering changes can prevent them. (fm.com)
FortressFire extends that approach into software built for wildfire-exposed properties. FM gains a structure-level data layer that can connect aerial assessments, inspections and mitigation work with insurance decisions. FortressFire gains FM's engineering organization, research facilities and balance sheet. The acquisition also arrives as wildfire mitigation data gains a larger role in insurance regulation and pricing. California began allowing reviewed forward-looking wildfire catastrophe models in rate applications in 2025, with the state saying those models must account for mitigation performed by homeowners, businesses, communities and governments. FortressFire occupies a narrower part of that stack. ZestyAI's Z-FIRE, for example, provides property-level wildfire scores and risk insights for insurance underwriting, while Verisk, Moody's and other model providers estimate losses across events and portfolios. An exit that preserves outside distribution
FM said FortressFire will continue serving insurers, reinsurers, brokers, lenders, real-estate professionals and property owners under its own brand. That structure lets FM own the technology without immediately restricting FortressFire to FM policyholders. FortressFire had already moved beyond modeling into products tied directly to real-estate and insurance transactions. It launched a Wildfire Disclosure Report developed with guidance from the California Association of Realtors in late 2023, offering buyers and sellers property-specific vulnerability findings and mitigation recommendations. For Ashker, FM offers a route to scale a model built around preventing ignition before a claim. For FM, the acquisition converts a specialized wildfire analytics supplier into owned infrastructure at a point when insurers and regulators are demanding clearer evidence that mitigation changes expected losses. The transaction leaves the purchase price private, but its structure shows what FM values: FortressFire's founders, modeling technology and ability to translate a risk score into work that can be verified at an individual property.
