In-Q-Tel helped Quantum Systems win CIA and FBI drone work

Why it matters

Quantum Systems shows how defense founders can use strategic investors as distribution partners. The same access that opens US contracts can also place export controls and government influence around European technology.

Quantum Systems was founded by former German military pilot Florian Seibel and three engineering colleagues. The company gained its early US foothold after intelligence-linked investor In-Q-Tel helped it reach buyers inside the CIA and FBI.

Co-CEO Sven Kruck told Reuters in an August 31 report that In-Q-Tel and other US investors opened routes into Washington and helped Quantum Systems secure reconnaissance work with both agencies. The revenue was modest, Kruck said, yet the contracts gave the German drone maker a government reference at a stage when its home market offered less demand.

"There were routes that opened up," Kruck told Reuters. "That's how we found the way to the USA."

The account puts a distribution strategy behind Quantum Systems' rise from a university research project to a defense manufacturer valued at roughly $8 billion. Seibel built the original technical thesis. Kruck, a former management consultant and military officer with assignments in the United States, Afghanistan and Myanmar, turned Washington access into a sales channel.

That pairing matters as Quantum Systems expands its US engineering and production base, while European governments try to build defense suppliers that are less dependent on American capital and procurement.

The investor was also the route to market

In-Q-Tel was created by the CIA in 1999 as an independent nonprofit investor that connects commercial technology developers with US intelligence and defense agencies. In-Q-Tel says it now works with more than a dozen US government partners, including the CIA and FBI, along with intelligence communities in the United Kingdom and Australia.

Reuters reported that In-Q-Tel investments are often below $3 million. The financial check can be secondary to the introductions, product testing and procurement access that accompany it. That distinction is especially important in defense, where technical performance alone does not secure a contract. Suppliers must satisfy security requirements, navigate long buying cycles and earn trust from agencies that rarely serve as an easy first customer.

Kruck's description of the CIA and FBI work shows how that model operated for Quantum Systems. A small reconnaissance contract created credibility that Quantum Systems could take into later conversations with military and government customers.

In-Q-Tel is expanding that playbook in Europe. Jennifer Nelson, In-Q-Tel's executive vice president for international, told Reuters that Germany is an important source of defense and dual-use technology. Nelson previously managed In-Q-Tel's CIA partnership and oversaw technology transfers from portfolio companies into the US intelligence community.

The result is a venture relationship with an unusually direct path from investment diligence to government adoption. For a founder selling aircraft into national-security agencies, that access can compress years of institutional sales work.

Seibel turned military research into an aircraft company

Seibel's route into drones began inside the German Armed Forces. According to Quantum Systems' account of its founding, he served as an officer from 1999 to 2016 and worked as a helicopter pilot before joining the University of the German Armed Forces in Munich as an aerospace research assistant in 2010.

His research focused on multicopter and fixed-wing unmanned aircraft. Seibel left before finishing his doctorate and formed the core Quantum Systems team in 2011 with fellow researcher Michael Kriegel. Tobias Kloss and Armin Busse joined before Quantum Systems was incorporated in January 2015.

The technical bet was an electric aircraft that could take off and land vertically, then transition into efficient fixed-wing flight. That design removed the need for a runway, catapult or parachute while retaining the range advantages of an airplane. It eventually became the foundation for aircraft including Trinity and Vector.

Quantum Systems has since moved deeper into military systems and software. Its current portfolio spans short-, mid- and long-range reconnaissance aircraft, counter-drone technology, autonomous ground systems and MOSAIC UXS, software intended to connect unmanned platforms across several operating domains.

Vector AI, the aircraft pictured in Reuters' report, is designed for tactical intelligence, surveillance and reconnaissance in contested environments. Quantum Systems says the aircraft uses onboard AI processing, vision-based navigation and anti-jamming features to continue operating when GPS is unavailable.

Reuters reported that Quantum Systems also supplies attack and interceptor drones to countries including Ukraine and Germany.

Washington access became physical infrastructure

Quantum Systems' US strategy has moved well beyond the early intelligence contracts. The company has expanded its US footprint with a research and engineering office in Huntsville, Alabama, placing engineers near a major concentration of US Army, missile-defense and aerospace programs.

Quantum Systems also manufactures and employs staff in the United States. Kruck told Reuters that US requirements for foreign defense suppliers helped drive those investments. Technology developed in the United States can also become subject to American export approvals, limiting where Quantum Systems can sell it without Washington's consent.

That tradeoff runs through Quantum Systems' expansion. US capital and government relationships gave Seibel and Kruck access to the world's largest defense buyer. Building within that market also ties parts of Quantum Systems' technology base to American licensing and procurement rules.

Investors have rewarded the growth. Quantum Systems announced a $1.2 billion Series D on July 2, valuing Quantum Systems at about $8 billion after the financing. Blackstone, Noteus, Airbus and Advent co-led the round, with BOND, Fidelity Management & Research Company, Wellington Management, A.P. Moller Holding and Elephant Lake Ventures participating alongside existing investors Balderton and HV Capital.

Quantum Systems said the financing would fund production, supply chains and software development across allied markets. The Huntsville office shows where part of that spending is going: closer to US customers and the engineers who translate battlefield requirements into products.

Europe's autonomy push meets the procurement reality

Quantum Systems' experience exposes a practical constraint facing Europe's defense-technology push. European governments want domestic suppliers that can reduce reliance on Washington, yet American investors and agencies remain powerful early buyers for founders building expensive hardware.

Marie-Agnes Strack-Zimmermann, chair of the European Parliament's security and defense committee, told Reuters that In-Q-Tel should be treated differently from a conventional financial investor because its mandate serves US intelligence requirements. Investment stakes, licensing agreements, board observation rights and government contracts can extend American influence over technologies developed in Europe, she said.

For Seibel, the In-Q-Tel relationship helped turn an aerospace research thesis into a supplier with customers on both sides of the Atlantic. It also left Quantum Systems navigating two goals that increasingly pull against each other: selling into the US defense system and building technology that European governments can control on their own terms.

Quantum Systems found a workable route by building inside both markets. The CIA and FBI contracts supplied early credibility, US facilities brought Quantum Systems closer to procurement, and European investors and governments supplied the case for a larger sovereign manufacturer. In-Q-Tel's contribution was small enough to resemble venture capital and connected enough to function like market-entry infrastructure.
